El presidente de la Asamblea Nacional de Gobiernos Regionales (ANGR) y actual gobernador de la región Ayacucho en la parte sur del Perú, Carlos Rua Carbajal, aperturó y lideró esta IV Cumbre de la Descentralización, que viene abordando diversos temas de gobernanza, en esta coyuntura nacional de emergencia sanitaria, debido a la pandemia.
Un tema en el cual todos los gobernadores regional han coincidido es en el fortalecimiento de los componentes sobre la cual se basan la estabilidad política en nuestro país, en el contexto de la segunda vuelta electoral que a todas luces ha sido limpio y transparente no solo respaldado por las instituciones electorales peruanas, sino por organismos internacionales como la OEA, la Unión Europea y otros; del mismo modo los gobernadores regionales del Perú rechazan argumentos sediciosos, a los que ciertos sectores no representativos y políticos vinculados con temas de corrupción echan mano para romper el orden constitucional en el país, condenando el terrorismo político, entre otros. La estabilidad política es uno de los pilares de una democracia plena, han puntualizado los líderes regionales del Perú.
Participaron los gobernadores regionales de todo el país, expertos profesionales y consultores peruanos, así como expositores internacionales como el señor JOSÉ RAMÓN BENGOETXEA experto de la Unión Europea del País Vasco- España, CARLES LLORENS VILA Secretario General de la Organización de Regiones Unidades – ORU FOGAR, NICOLÁS GARCÍA BUSTOS Presidente de la Federación Nacional de Departamentos FND y Gobernador de Cundinamarca Colombia.
