Carrasco Millones fue ministro del Interior hasta el 6 de octubre de 2021, y, posteriormente, se desempeñó como asesor del Despacho del ministro de Justicia y Derechos Humanos. Natural de Chiclayo, Carrasco Millones estudió Derecho en la Universidad Nacional Pedro Ruiz Gallo, en Lambayeque.
Tiene un Máster en Derecho con Mención en Derecho Penal y Procesal Penal por la Universidad de Piura. Antes de asumir el cargo de ministro de Estado, se desempeñó como titular de la Fiscalía Provincial Especializada contra la Criminalidad Organizada de Chiclayo y de la Fiscalía Provincial Penal Corporativa de Chiclayo.
Jorge Luis Prado Palomino, en tanto, es contador público colegiado de la Universidad Nacional de Piura, y cuenta con el grado de maestría en Contabilidad y Finanzas y de doctor en Ciencias Contables y Financieras por la Universidad de San Martín de Porras.
Además, se ha desempeñado como contador y auditor en diversas empresas privadas y ejerce la docencia universitaria. A la ceremonia de juramentación asistió la presidenta del Consejo de Ministros, Mirtha Vásquez, y los ministros de Estado.

Carrasco Millones was Minister of the Interior until October 6, 2021, and subsequently served as an advisor to the Office of the Minister of Justice and Human Rights. Jorge Luis Prado Palomino, meanwhile, is a certified public accountant from the National University of Piura, and has a master’s degree in Accounting and Finance and a doctorate in Accounting and Financial Sciences from the University of San Martín de Porras.
