La congresista María del Carmen Alva Prieto, de Acción Popular, fue ungida como presidenta y dirigirá Poder Legislativo del Estado hasta el 26 de julio de 2022. Ella lideró la lista número 2, que obtuvo 69 votos frente a los 10 votos alcanzados por la lista número 1, encabezada por Jorge Carlos Montoya Manrique de Renovación Popular; por parte de la lista que fue sacada de carrera por no ajustarse a lo indicado en el reglamento del Congreso, se registraron 50 votos en blanco y ningún voto nulo o viciado.

La Mesa Directiva multipartidaria además está integrada por los legisladores Lady Mercedes Camones Soriano, de Alianza Para el Progreso; Enrique Wong Pujada, de Podemos Perú; y Patricia Rosa Chirinos Venegas, de Avanza País en la primera, segunda y tercera vicepresidencia, respectivamente.

La elección se inició minutos después de las 11 de la mañana cuando el congresista Bernardo Quito Sarmiento, presidente de la Mesa Directiva de la Junta Preparatoria, nombró a los congresistas Jorge Marticorena Mendoza y Vivian Olivos Martínez como escrutadores en el proceso de elección.

Lo acompañaban en la conducción de la sesión la congresista Rosangella Barbarán; mientras que el congresista Enrique Wong Pujada, bajó al llano y participó en la sesión como un legislador más, debido a que formaba parte de la lista número 2 como candidato a la segunda vicepresidencia.

Culminado el escrutinio, y en concordancia con el artículo 12 del Reglamento del Congreso, el congresista Bernardo Quito proclamó a los nuevos miembros de la Mesa Directiva para el periodo anual de sesiones 2021-2022.

La congresista María del Carmen Alva Prieto prestó juramento ante el legislador Bernardo Quito, quien presidió el acto electoral y enseguida hicieron lo propio los electos vicepresidentes Lady Mercedes Camones Soriano, Enrique Wong Pujada y Patricia Rosa Chirinos Venegas ante la flamante titular del Parlamento Nacional, por lo que entraron así en funciones de manera inmediata.

UN MENSAJE MERIDIANAMENTE DE PRINCIPIOS EN SU ADMINISTRACIÓN
En recuerdo de los próceres de la independencia que soñaron una Nación libre, “sean mis primeras palabras invocar a la unidad y deponer los intereses particulares”, sostuvo María del Carmen Alva Prieto en el inicio de su discurso con el que asumió la presidencia del periodo anual de sesiones 2021-2022 del Congreso de la República.

“El pueblo reclama que estemos a la altura de este tiempo, y todos tenemos que contribuir con este propósito”, señaló. Por ello, enfatizó, “el Congreso garantizará el equilibrio de poderes que requiere el país”.

“Desde los orígenes de la República, hemos aprendido que la democracia se construye en órganos diferenciados que tienen competencias propias”, arguyó. “Expreso nuestra disposición para trabajar junto al Gobierno, dentro del marco de un diálogo respetuoso, para que juntos enfrentemos los retos presentes y futuros de nuestro país. Terminemos con el conflicto de poderes”.

En otro momento afirmó que la fragmentación del Congreso, en alusión a las nueve bancadas que comprenden el actual Parlamento, “es resultado de la voluntad y mandato popular, y nos obliga a rescatar uno de los principios básicos de la democracia: el respeto a todas las minorías”.

Alva Prieto también recordó que ninguno de los legisladores elegidos representa a una bancada mayoritaria, “pero representamos la fe que el pueblo peruano depositó en nosotros”, puesto que él ha situado su fe “en un futuro y en la construcción de un Perú justo y con progreso. Vamos a hacer que las cosas sucedan, y convertir esta esperanza en una realidad”.
