Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe Twitter: @prensaperupe Con el fin de exponer y detallar los alcances de la propuesta de reforma tributaria en el Perú, la jefa del Gabinete Ministerial, Mirtha Vásquez, junto al ministro de Economía y Finanzas, Pedro Francke, se presentaron la tarde de hoy ante la Comisión de Constitución y Reglamento del Congreso de la República.

En el grupo de trabajo, Vásquez Chuquilín manifestó que esta propuesta busca impulsar el proceso de reactivación económica del país, así como tener recursos para atender los temas más urgentes. “Si queremos caminar hacia la recuperación del país, es muy importante una reforma tributaria que nos permita recaudar, porque eso va a permitir que tengamos recursos para responder a urgencias, emergencias y generar la reactivación económica”, precisó.

Asimismo, señaló que esta reforma no busca afectar a la población, sino generar mejores condiciones de equidad y transparencia, evaluando cómo repartir mejor las cargas fiscales de tal manera que las personas contribuyan de acuerdo a sus capacidades. “No queremos, de ninguna manera, que esto signifique una afectación a la mayoría de la población, ni siquiera a la clase media, sino a aquellos que tengan mayores capacidades”, reafirmó.

En ese sentido, explicó que la propuesta tiene algunos componentes fundamentales. El primero de ellos se basa en ampliar la base de contribuyentes, para lo cual se plantea la simplificación de los regímenes tributarios y dotar a la Sunat con la facultad de inscribir de oficio con un RUC a las personas que se dedican a ofrecer bienes y servicios.

También se plantea masificar el uso de la bancarización, con el fin de incorporar a más ciudadanos a los servicios financieros. Con ello, detalló la premier, se estima que se incorporará aproximadamente a dos millones y medio de contribuyentes al sistema financiero, que a veces no contribuyen por no cumplir con ciertas formalidades.

PARA SECTORES CON MAYORES INGRESOS
La primera ministra explicó que otro componente de la reforma tributaria es la lucha contra la evasión y la elusión tributaria, además de incrementar el impuesto a la renta de los sectores que tienen mayores ingresos.

“Solamente afectaría a las personas que tienen ingresos sobre los 300 mil soles al año, que eso significa que por ejemplo tienen un salario de 25 mil soles mensuales. Hay pocas personas identificables que tienen ese tipo de salarios, la clase media no recibe un salario de esta naturaleza. Ahí es donde se piensa incrementar la tasa del impuesto a la renta, y ahí creo que es algo bastante racional”, agregó.

Del mismo modo, se propone incrementar paulatinamente las tasas de impuesto a la renta por ganancias de capital. Sobre este tema, rechazó que se vaya a gravar con impuestos a todas las personas que realizan el alquiler de inmuebles. Precisó, en cambio, que esta medida aplicaría solo para aquellos que reciben montos por alquileres que están por sobre los 300 mil soles anuales; es decir, que cuenten con un promedio de renta de 25 mil soles al mes. “Esto es solo un ejemplo de que solo se está gravando a aquellos que tienen mayores capacidades económicas”, aseveró.

Concluyó que el pedido de facultades en materia tributaria aborda principalmente estos tres aspectos, desde la formalización, la ampliación de la base tributaria y la lucha contra la evasión y la elusión tributaria. Además, enfatizó que no se va a afectar a algún sector empresarial en específico.

“Tenemos que avanzar, pero efectivamente estamos conscientes de que esto tiene que ser paulatino, no podemos cambiar de un momento a otro estos mecanismos de recaudación. Creo que son medidas bastante moderadas”, consideró.

A su turno, el ministro de Economía y Finanzas, Pedro Francke, mencionó que esta es una propuesta para el diálogo y la concertación, por lo que siempre existe la disposición a mejorar. Añadió que la propuesta de reforma tributaria tiene tres objetivos. El primero, dijo, es fortalecer la política tributaria, mejorar la competitividad y la inclusión financiera y apoyar la reactivación económica impulsando la inversión pública y privada.

The prime minister explained that another component of the tax reform is the fight against tax evasion and avoidance, in addition to increasing the income tax of the sectors with higher incomes.

“It would only affect people who have incomes over 300 thousand soles a year, which means that, for example, they have a salary of 25 thousand soles per month. There are few identifiable people who have that type of salary, the middle class does not receive a salary of this nature. That is where they plan to increase the income tax rate, and there I think it is something quite rational, “he added.

He added that the tax reform proposal has three objectives.
