Explicó que se debe priorizar el fortalecimiento de la cooperación científica internacional, para combatir la pandemia. “Se necesitan acuerdos que aseguren el abastecimiento de las vacunas y su aplicación. La cooperación multilateral es aún el gran ausente en la lucha contra la COVID – 19”, remarcó.

Consideró que la iniciativa de una nueva agenda global debería comprender urgentes acciones multilaterales para combatir la pandemia y permitir el acceso de todos los países, a las vacunas y a las coberturas sanitarias complementarias, especialmente para los más pobres.

En esa línea, aseveró que el Perú será un miembro activo y dinámico para que todos los países tengan el acceso inclusivo, equitativo y no discriminatorio a los diagnósticos, terapias, medicamentos y vacunas, así como a las tecnologías y productos sanitarios, que se requieren en la respuesta a la COVID-19.

El mandatario indicó que por segundo año consecutivo el debate general de la ONU se celebra condicionado a los riesgos de la COVID-19, que ha cobrado la vida de más de cuatro millones y medio de personas en todo el mundo; y la cifra de contagiados superó los 220 millones, incluyendo los más de 200 mil peruanos fallecidos.

En otro momento, dijo que, coincidiendo con el Bicentenario de la Independencia del Perú, el 28 de julio pasado, asumió la Presidencia de la República en un ejercicio democrático, en el que la voluntad soberana del pueblo votó a favor del cambio social, con estabilidad macroeconómica y crecimiento sostenible.

“Es la primera vez en la historia de mi pueblo, que un maestro de escuela del mundo rural asume los destinos del país. Esa responsabilidad me obliga con los pobres, con los marginados, con las poblaciones vulnerables, los emprendedores, las clases medias que tanto han sufrido la pandemia y, por supuesto, con todos los peruanos sin exclusiones”, manifestó.

Recalcó que su gobierno trabajará políticas en favor de lo multicultural y multiétnico, a fin de eliminar desigualdades, como la injusta distribución de la riqueza, para construir una sólida sociedad, garantizada por un Estado democrático y representativo.

GOBIERNO PREVÉ DECLARATORIA DE EMERGENCIA CLIMÁTICA NACIONAL
El jefe de Estado anunció que el Perú asume al 2,050 la meta de convertirse en un país de carbono neutral; y de reducir las emisiones de gases de efecto invernadero del 30 al 40 por ciento, respecto de lo proyectado para el 2,030.

“Como expresión de mi compromiso con la salud del planeta, mi gobierno declarará la emergencia climática nacional”, adelantó.

En la misma línea, enfatizo que nuestro país tiene aún altos indicadores de desigualdad y exclusión extremos; por lo que apeló a defender los valores éticos de la democracia, para no afectar la competitividad del Estado y la economía.

De otro lado, sostuvo que es necesaria una transformación social que permita a todos los peruanos y peruanas gozar de sus derechos económicos y sociales, además de las libertades fundamentales y los derechos civiles y políticos.

RECHAZA Y CONDENA EL TERRORISMO EN TODAS SUS FORMAS
El presidente Castillo sostuvo que el terrorismo nunca ha sido ni será un medio para la transformación social, pues “el terrorismo violenta la dignidad humana y es irreconciliable con los valores de la sociedad democrática”. Además, respaldó toda acción para combatirlo. “Estamos comprometidos con la estrategia global de las naciones contra el terrorismo”, comentó.

Al indicar que el Perú ha sufrido la violencia terrorista y ha sabido imponerse a ella, manifestó su condena y rechazo al terrorismo en todas sus formas. “En el ámbito regional, Perú está comprometido con la paz y la seguridad internacional, el respeto al derecho internacional y una agenda inclusiva”, concluyó.
