Presidente del Concytec informó sobre su situación ante Comisión de Ciencia, Innovación y Tecnología del Congreso.

Así, el titular de la institución expuso sobre la situación actual de la gobernanza en ciencia, tecnología e innovación (CTI), las políticas y lineamientos de acción 2021-2022 y el estado situacional de la política nacional de CTI.

Sobre el primer punto, destacó la aprobación ―en julio último― de la ley 31250, Ley del Sistema Nacional de Ciencia, Tecnología e Innovación (SINACTI), que permite un sistema articulado para un más eficiente desarrollo de la CTI.

Tras detallar la estructura del nuevo sistema, el titular del Concytec informó que cuatro grupos de profesionales en la institución trabajan en la elaboración de los distintos capítulos del reglamento de la ley, señalando que hacia el 25 de octubre próximo el texto sería enviado a la Presidencia del Consejo de Ministros (PCM) para continuar con el proceso de su aprobación y publicación oficial, conforme con la normatividad vigente. En ese sentido, y con el reglamento aprobado, la Ley del SINACTI podría entrar en plena vigencia hacia noviembre de este año.

Asimismo, el Dr. Marticorena mencionó como tema pendiente la aprobación del proyecto de ley para la creación del Fondo Nacional de la CTI (FONACTI), que recibió ya el visto bueno de las comisiones de Ciencia, Innovación y Tecnología y de Economía y Finanzas del Congreso anterior. A la luz de ello, el presidente del Concytec solicitó ayer a la comisión retomar la discusión de este proyecto, que permitirá que las actividades de CTI cuenten con recursos financieros de manera sostenible y que puedan captarlos de diversas fuentes nacionales y externas.

Respecto a la aprobación de la Política Nacional de CTI, el representante informó que este importante documento ha sido elevado al Centro Nacional de Planeamiento Estratégico – CEPLAN para su aprobación, habiéndose obtenido hasta el momento el visto bueno para dos de los cuatro entregables. Indicó que se espera pronto contar con esta política, que será el soporte de las acciones del SINACTI, puesto que los planes nacionales, sectoriales, regionales y locales se fundarán en ella.

De otro lado, se informó que pronto se culminará con el proyecto de fortalecimiento del sistema nacional de CTI financiado por el Banco Mundial. En tal sentido, indicó el titular del Concytec, en paralelo se viene gestionando la aprobación de un segundo crédito por 125 millones de dólares, 100 millones como un préstamo del Banco Mundial y 25 millones por el tesoro público. Expresó que en los próximos días se espera que la PCM envíe la carta al Ministerio de Economía y Finanzas a fin de culminar el trámite de aprobación de este crédito.

Finalmente, el Dr. Marticorena anunció que se viene trabajando en el fortalecimiento del marco institucional y operativo de los Institutos Públicos de Investigación para lo cual se propondrán cambios normativos para su ordenamiento y eficiente desempeño.

Regarding the first point, he highlighted the approval – last July – of Law 31250, Law of the National System of Science, Technology and Innovation (SINACTI), which allows an articulated system for a more efficient development of the STI.

After detailing the structure of the new system, the head of Concytec reported that four groups of professionals in the institution are working on the elaboration of the different chapters of the regulation of the law, indicating that by next October 25 the text would be sent to the Presidency of the Council of Ministers (PCM) to continue with the process of its approval and official publication, in accordance with current regulations. In that sense, and with the approved regulations, the SINACTI Law could enter into full force by November of this year.

Likewise, Dr. Marticorena mentioned as a pending issue the approval of the bill for the creation of the National Fund for STI (FONACTI), which has already received approval from the Science, Innovation and Technology and Economy and Finance commissions of the Previous Congress. In light of this, the president of Concytec yesterday asked the committee to resume the discussion of this project, which will allow CTI activities to have financial resources in a sustainable way and to attract them from various national and external sources.

Regarding the approval of the National STI Policy, the representative reported that this important document has been submitted to the National Center for Strategic Planning – CEPLAN for approval, having obtained so far the approval for two of the four deliverables. He indicated that it is expected soon to have this policy, which will support SINACTI’s actions, since national, sectoral, regional and local plans will be based on it.

On the other hand, it was reported that the project to strengthen the national STI system financed by the World Bank will soon be completed. In this sense, said the head of Concytec, in parallel the approval of a second loan for 125 million dollars, 100 million as a loan from the World Bank and 25 million from the public treasury is being negotiated. He said that in the next few days the PCM is expected to send the letter to the Ministry of Economy and Finance in order to complete the approval process for this loan.

Finally, Dr. Marticorena announced that he has been working on strengthening the institutional and operational framework of the Public Research Institutes, for which regulatory changes will be proposed for their ordering and efficient performance.
