Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe Twitter: @prensaperupe La presidencia del Consejo de Ministros (PCM) oficializó hoy la creación del Grupo de Trabajo Multisectorial “Mesa Técnica de Desarrollo Integral para el distrito de Urarinas de la provincia y departamento de Loreto”, dando cumplimiento al compromiso asumido por el titular de la PCM, Guido Bellido, quien durante su visita realizada el jueves pasado a la comunidad de Saramurillo, ofreció la aceleración de la emisión de una norma legal que viabilice la ejecución de obras demandadas por la población de dicha jurisdicción.
La creación de este grupo de trabajo de naturaleza temporal y dependiente de la Presidencia del Consejo de Ministros, fue oficializada mediante la Resolución Ministerial N° 207-2021-PCM, publicada hoy en el diario oficial El Peruano.
Según dicha norma, este grupo de trabajo tiene como objeto “coordinar, analizar y establecer propuestas de solución a la problemática territorial del distrito de Urarinas de la provincia y departamento de Loreto; así como evaluar e identificar las medidas, acciones y actividades orientadas al fortalecimiento institucional y a la mejora de la respuesta estatal a las necesidades de bienes y servicios de calidad para la población”.
Esta mesa de trabajo estará conformado por representantes de la PCM, quien lo presidirá, y de los ministerios de Energía y Minas; Transportes y Comunicaciones; Desarrollo Agrario y Riego; Vivienda, Construcción y Saneamiento; Educación; Salud; Desarrollo e Inclusión Social; así como de Petroperú, del Gobierno regional de Loreto, el acalde provincial de Loreto, el alcalde del distrito de Urarinas, representantes de las comunidades de Saramurillo y Saramuro; y representantes indígenas de la provincia.
Dicho grupo de trabajo coordinará, analizará y articulará las propuestas de solución a la problemática del distrito de Urarinas y en particular de los centros poblados de Saramurillo y Saramuro. Además, entre otras funciones, apoyará en la identificación y formulación de proyectos, así como en la adopción de medidas y mecanismos necesarios para el financiamiento de, entre otros, los proyectos priorizados.
Durante su visita de trabajo a Saramurillo, el premier Guido Bellido y los representantes de la comunidad arribaron a acuerdos sobre las principales demandas de la población y producto de este diálogo el titular de la PCM expresó su compromiso de acelerar la emisión de la norma publicada hoy.
RESOLUCIÓN MINISTERIAL Nº 207-2021-PCM
Artículo 1.- Creación de Grupo de Trabajo: Créase el Grupo de Trabajo Multisectorial de naturaleza temporal denominado “Mesa Técnica de Desarrollo Integral para el distrito de Urarinas de la provincia y departamento de Loreto”, dependiente de la Presidencia del Consejo de Ministros, en adelante Grupo de Trabajo.
Artículo 2.- Objeto del Grupo de Trabajo El Grupo de Trabajo tiene por objeto coordinar, analizar y establecer propuestas de solución a la problemática territorial del distrito de Urarinas de la provincia y departamento de Loreto; así como, evaluar e identificar las medidas, acciones y actividades orientadas al fortalecimiento institucional y a la mejora de la respuesta estatal a las necesidades de bienes y servicios de calidad para la población.
Artículo 3.- Integrantes El Grupo de Trabajo está conformado por los siguientes integrantes:
a) Un/a representante de la Presidencia del Consejo de Ministros, quien lo preside.
b) Un/a representante del Ministerio de Energía y Minas.
c) Un/a representante del Ministerio de Transportes y Comunicaciones.
d) Un/a representante del Ministerio de Desarrollo Agrario y Riego.
e) Un/a representante del Ministerio de Vivienda, Construcción y Saneamiento.
f) Un/a representante del Ministerio de Educación
g) Un/a representante del Ministerio de Salud
h) Un/a representante del Ministerio de Desarrollo e Inclusión Social
i) Un/a representante de Petroperú
j) Un/a representante del Gobierno Regional de Loreto.
k) El/la Alcalde/sa de la provincia de Loreto
l) El/la Alcalde/sa del distrito de Urarinas
m) Representantes de los pueblos originarios de las comunidades de Saramurillo y Saramuro del distrito de Urarinas.
n) Representantes de las organizaciones indígenas de la provincia de Loreto.
Artículo 4.- Funciones
4.1. El Grupo de Trabajo tiene las siguientes funciones:
a) Coordinar, analizar y articular propuestas de solución a la problemática del distrito de Urarinas de la provincia y departamento de Loreto, en particular los centros poblados de Saramurillo y Saramuro.
b) Apoyar en la identificación y formulación de proyectos, así como en la adopción de medidas y mecanismos necesarios para el financiamiento de, entre otros, los proyectos priorizados en el Anexo 1 de la presente resolución, los mismos que contribuirán al cierre de brechas sociales en el distrito de Urarinas.
c) Proponer acciones y actividades orientadas al fortalecimiento institucional y a la mejora de la respuesta estatal a la necesidad de bienes y servicios de calidad para la población.
d) Articular con las entidades públicas y otros actores, la programación de las acciones para el cumplimiento de la Agenda Territorial.
e) Proponer las acciones y medidas que coadyuven al cumplimiento del objeto del Grupo de Trabajo, informando públicamente los avances.
f) Elaborar los proyectos normativos que se consideren necesarios (decretos de urgencia, decretos supremos, entre otros), para solucionar la problemática territorial del distrito de Urarinas de la provincia y departamento de Loreto.
4.2. Para efectos del desarrollo de sus funciones, en el marco de la emergencia sanitaria y el estado de emergencia nacional declarados a consecuencia de la crisis sanitaria generada por la pandemia de la COVID-19, las funciones del Grupo de Trabajo podrán realizarse de manera presencial o virtual, utilizando para este caso herramientas de tecnologías de la información.
Artículo 5.- Designación de representantes: Los/las representantes del Grupo de Trabajo son designados/as, mediante documento escrito de cada entidad, institución u organización, dirigido a la Secretaría Técnica, dentro del plazo de cinco (05) días hábiles contados a partir del día siguiente de la publicación de la presente Resolución Ministerial.
Artículo 6.- Secretaría Técnica: La Secretaría Técnica del Grupo de Trabajo está a cargo de la Secretaría de Descentralización, con el apoyo de la Secretaría de Gestión Social y Diálogo de la Presidencia del Consejo de Ministros, quien asume la responsabilidad administrativa y coordinaciones operativas del funcionamiento del Grupo de Trabajo; así como de llevar el registro de los acuerdos, custodiar las actas y toda la documentación que se genere.
Artículo 7.- De la información, colaboración, asesoramiento y apoyo de profesionales
7.1. El Grupo de Trabajo podrá solicitar la colaboración, asesoramiento, apoyo, opinión y aporte técnico de representantes de diferentes entidades públicas y/o privadas del ámbito nacional; así como del gobierno regional y gobiernos locales involucrados, sin que ello genere gastos al Tesoro Público.
7.2. El Grupo de Trabajo, a través de la Secretaría Técnica, puede solicitar información a las entidades públicas pertinentes, para el cumplimiento de sus funciones.
Artículo 8.- Financiamiento Las entidades que conforman el Grupo de Trabajo sujetan el cumplimiento de sus funciones a su presupuesto institucional, sin demandar recursos adicionales al Tesoro Público. La participación de los/las representantes del Grupo de Trabajo es ad honórem, no irrogando gastos al Estado.
Artículo 9.- Instalación La instalación del Grupo de Trabajo se realiza dentro de los diez (10) días hábiles contados a partir del día siguiente de la publicación de la presente Resolución Ministerial.
Artículo 10.- Período de vigencia e Informe Final
10.1. El Grupo de Trabajo tiene vigencia por un período de ciento ochenta (180) días calendario, plazo en el cual debe presentar un Informe Final a la Presidencia del Consejo de Ministros.
10.2. El Grupo de Trabajo puede acordar una ampliación del plazo de vigencia, en caso lo considere necesario, debiendo sustentar dicha solicitud ante la Secretaría Técnica, para su posterior remisión a la Presidencia del Consejo de Ministros, a fin de evaluar la emisión de una nueva Resolución Ministerial.
Artículo 11.- Publicación Disponer la publicación de la presente Resolución Ministerial en la sede digital de la Presidencia del Consejo de Ministros (www.gob.pe/pcm), el mismo día de su publicación en el diario oficial El Peruano.

This work table will be made up of representatives of the PCM, who will preside over it, and of the ministries of Energy and Mines; Transportation and Communications; Agrarian Development and Irrigation; Housing, Construction and Sanitation; Education; Health; Development and Social Inclusion; as well as Petroperú, the regional government of Loreto, the provincial mayor of Loreto, the mayor of the district of Urarinas, representatives of the communities of Saramurillo and Saramuro; and indigenous representatives of the province.
Said working group will coordinate, analyze and articulate the solution proposals to the problem of the Urarinas district and in particular of the Saramurillo and Saramuro populated centers. In addition, among other functions, it will support the identification and formulation of projects, as well as the adoption of measures and mechanisms necessary for the financing of, among others, the prioritized projects.

MINISTERIAL RESOLUTION No. 207-2021-PCM

Article 2.- Object of the Working Group The objective of the Working Group is to coordinate, analyze and establish solution proposals to the territorial problems of the Urarinas district of the Loreto province and department; as well as, evaluate and identify the measures, actions and activities aimed at institutional strengthening and improving the state response to the needs of quality goods and services for the population.
Article 3.- Members The Working Group is made up of the following members:
a) A representative of the Presidency of the Council of Ministers, who presides over it.
b) A representative of the Ministry of Energy and Mines.
c) A representative of the Ministry of Transport and Communications.
d) A representative of the Ministry of Agrarian Development and Irrigation.
e) A representative of the Ministry of Housing, Construction and Sanitation.
f) A representative of the Ministry of Education
g) A representative of the Ministry of Health
h) A representative of the Ministry of Development and Social Inclusion
i) A representative of Petroperú
j) A representative of the Regional Government of Loreto.
k) The Mayor of the province of Loreto

m) Representatives of the original peoples of the Saramurillo and Saramuro communities of the Urarinas district.
n) Representatives of indigenous organizations in the province of Loreto.
Article 4.- Functions
4.1. The Working Group has the following functions:
a) Coordinate, analyze and articulate solution proposals to the problem of the Urarinas district of the Loreto province and department, in particular the Saramurillo and Saramuro populated centers.
b) Support in the identification and formulation of projects, as well as in the adoption of measures and mechanisms necessary for the financing of, among others, the projects prioritized in Annex 1 of this resolution, which will contribute to closing social gaps in the district of Urarinas.
c) Propose actions and activities aimed at institutional strengthening and improving the state response to the need for quality goods and services for the population.
d) Articulate with public entities and other actors, the programming of actions for the fulfillment of the Territorial Agenda.
e) Propose the actions and measures that contribute to the fulfillment of the object of the Working Group, publicly reporting the progress.
f) Prepare the normative projects that are considered necessary (emergency decrees, supreme decrees, among others), to solve the territorial problems of the Urarinas district of the province and department of Loreto.
4.2. For the purposes of the development of its functions, within the framework of the health emergency and the national state of emergency declared as a result of the health crisis generated by the COVID-19 pandemic, the functions of the Working Group may be carried out in person or virtual, using for this case information technology tools.
Article 5.- Appointment of representatives: The representatives of the Working Group are appointed, by means of a written document from each entity, institution or organization, addressed to the Technical Secretariat, within a period of five (05) business days from as of the day after the publication of this Ministerial Resolution.
Article 6.- Technical Secretariat: The Technical Secretariat of the Working Group is in charge of the Decentralization Secretariat, with the support of the Secretariat for Social Management and Dialogue of the Presidency of the Council of Ministers, who assumes administrative responsibility and operational coordination the functioning of the Working Group; as well as to keep the record of the agreements, safeguard the minutes and all the documentation that is generated.
Article 7.- Of the information, collaboration, advice and support of professionals
7.1. The Working Group may request the collaboration, advice, support, opinion and technical contribution of representatives of different public and / or private entities at the national level; as well as the regional government and local governments involved, without generating expenses for the Public Treasury.
7.2. The Working Group, through the Technical Secretariat, may request information from the relevant public entities, for the fulfillment of its functions.
Article 8.- Financing The entities that make up the Working Group subject the fulfillment of their functions to their institutional budget, without demanding additional resources from the Public Treasury. The participation of the representatives of the Working Group is ad honorem, not incurring expenses to the State.
Article 9.- Installation The installation of the Working Group is carried out within ten (10) business days from the day following the publication of this Ministerial Resolution.
Article 10.- Period of validity and Final Report
10.1. The Working Group is valid for a period of one hundred and eighty (180) calendar days, within which it must present a Final Report to the Presidency of the Council of Ministers.
10.2. The Working Group may agree to an extension of the term of validity, if it deems it necessary, and must support said request before the Technical Secretariat, for subsequent referral to the Presidency of the Council of Ministers, in order to evaluate the issuance of a new Resolution. Article 11.- Publication Arrange for the publication of this Ministerial Resolution in the digital headquarters of the Presidency of the Council of Ministers (www.gob.pe/pcm), on the same day of its publication in the official newspaper El Peruano.
