“Para mejorar el servicio de justicia y resolver los procesos con celeridad y eficacia, y que la justicia sea pronta y efectiva, utilizamos en el Poder Judicial la tecnología e implementamos la oralidad civil”, resaltó.

Barrios Alvarado se encuentra en la ciudad norteña en visita de trabajo para fortalecer el sistema de justicia y además conocer in situ sus necesidades y brindar el apoyo requerido.

Explicó que históricamente el Poder Judicial tiene una deuda con los justiciables y está referida a la celeridad de los conflictos. “Tenemos dos millones y medio de procesos en trámite, lo que conlleva a una excesiva carga procesal”, enfatizó.

En ese sentido, la titular del Poder Judicial, informó que a pesar de la pandemia, la carga procesal se ha incrementado y hasta junio de este año se han resuelto 780 mil causas.

“El Poder Judicial ha tomado medidas para resolver los conflictos con celeridad, por ello la oralidad civil de la mano con la tecnología, constituye una solución para dar una respuesta inmediata al justiciable”, añadió.

En otro momento, Barrios Alvarado sostuvo que la aspiración es recuperar la confianza ciudadana y por ello se está avanzado en la transformación digital y la transparencia con la campaña “Conoce a tu Juez”.

INICIATIVA DE JUECES
A su turno, el presidente del Equipo Técnico Institucional de Implementación de la Oralidad Civil, juez supremo Héctor Lama More, sostuvo que la reforma civil se ha instalado en las cortes superiores por iniciativa de los propios magistrados, quienes desean brindar una justicia más célere.

Este sistema oral es aplicado ahora por el Juzgado Civil y Segundo Juzgado de Paz Letrado de Tumbes, de acuerdo a lo dispuesto por la Resolución Administrativa N° 228-2021-CE-PJ. De esta manera Tumbes es la décimo octava Corte Superior que implementa el modelo procesal.

En tanto, el titular de la Corte de Tumbes, José Luis Troya Acha, expresó que con la implementación del modelo oral se alcanza el objetivo de asegurar un servicio de justicia de calidad y oportuno a toda la población tumbesina.

En la ceremonia participaron también el presidente de la Junta de Fiscales de Tumbes, Carlos Álvarez; el alcalde de Tumbes, Carlos Silva; el jefe del Frente Policial de Tumbes, general Miguel Gamarra; juezas y jueces, así como funcionarios y autoridades de la zona.

Al finalizar la ceremonia, Barrios Alvarado y Lama More develaron la placa recordatoria y recorrieron los ambientes del Módulo Civil de Litigación Oral.

Barrios Alvarado is in the northern city on a working visit to strengthen the justice system and also learn about their needs in situ and provide the required support.

He explained that historically the Judicial Power owes a debt to the defendants and refers to the speed of the conflicts. “We have two and a half million processes in process, which leads to an excessive procedural burden,” he emphasized.

In that sense, the head of the Judiciary reported that despite the pandemic, the procedural burden has increased and as of June of this year 780 thousand cases have been resolved.

“The Judicial Power has taken measures to resolve conflicts quickly, therefore civil orality, hand in hand with technology, constitutes a solution to provide an immediate response to the defendant,” he added.

At another time, Barrios Alvarado said that the aspiration is to regain public trust and that is why progress is being made in digital transformation and transparency with the “Meet your Judge” campaign.

JUDGES INITIATIVE
In turn, the president of the Institutional Technical Implementation Team for Civil Orality, Supreme Judge Héctor Lama More, argued that the civil reform has been installed in the superior courts at the initiative of the magistrates themselves, who wish to provide more celestial justice.

This oral system is now applied by the Civil Court and Second Law Court of the Peace of Tumbes, in accordance with the provisions of Administrative Resolution No. 228-2021-CE-PJ. In this way, Tumbes is the eighteenth Superior Court that implements the procedural model.

Meanwhile, the head of the Court of Tumbes, José Luis Troya Acha, said that with the implementation of the oral model the objective of ensuring a quality and timely justice service to the entire population of Tumbes is achieved.

Also participating in the ceremony were the president of the Tumbes Board of Prosecutors, Carlos Álvarez; the mayor of Tumbes, Carlos Silva; the head of the Tumbes Police Front, General Miguel Gamarra; judges and judges, as well as officials and authorities of the area.

At the end of the ceremony, Barrios Alvarado and Lama More unveiled the memorial plaque and toured the environments of the Civil Oral Litigation Module.
